They are usually goods for military use or for the manufacture of weapons of mass destruction.
The term strategic goods covers both military goods and dual-use goods. Dual-use goods can have military applications as well as their normal civil applications (conventional dual-use goods) or can be used to develop and produce weapons of mass destruction, (WMD) or the delivery systems that carry them to their target.
