Canadian Rail Service Disruptions
As of today, August 14, CN and CPKC have implemented embargos in preparation for the earliest possible date of a work stoppage which is now August 22 at 00:01 EST.
CARLOAD
Given the supply chains and transport distances of Rail Security Sensitive Materials (RSSM), Poison Inhalation Hazard (PIH) - Toxic Inhalation Hazard (TIH) and Time-Sensitive commodities, and to best protect the regulatory requirements of transporting these commodities:
- CN has embargoed all RSSM commodities, PIH/TIH destined to all points in Canada from U.S. origins or U.S. interchange, effective August 12 at 08:01 ET.

o A full list of these commodities can be found here.
o The embargo includes residue empty cars. - CN will be embargoing all RSSM, PIH/TIH commodities (and residue empties) from all Canadian origins, effective August 15 at 00:01 ET.
- No permits will be allowed.
- Additional commodities will be embargoed so long as there is no tentative agreement or binding arbitration.
- Effective August 12, 2024, CPKC had embargoed all freight classified as toxic or poisonous “inhalation hazards” on its North America-wide network.
INTERMODAL
Given the time required to carry out a safe and orderly shutdown of CN’s network, and to comply with regulatory requirements of transporting certain commodities, CN is implementing an embargo on specific Intermodal shipments.
- CN will be restricting ingates for all temperature-controlled Intermodal traffic across our network, effective August 15. Exact timing is dependent on origin and destination.
- CN will be restricting ingates for all Intermodal Hazmat traffic across our network effective August 15. Exact timing is dependent on origin and destination.
- Intermodal (Domestic and International) origin/destination timing can be found here.
- CN is embargoing all Intermodal interchange traffic from the U.S. destined to all points in Canada, effective August 16 at 00:01 ET.
- The embargo schedule can be found here and is also available on www.cn.ca/TCRCinfo .
- All U.S. to U.S. Intermodal shipments will continue to move per normal operations.
- Effective August 12, 2024, CPKC had embargoed all freight classified as toxic or poisonous “inhalation hazards” on its North America-wide network.
