DB Schenker as a logistic operator acts within the Community Transit Procedure by the electronic system of transit operations' control called NCTS.
This is an electronic reflection on the transit operation carried out pursuant to the community transit provisions. It
enables to exchange information on the transit operation in real time by means of electronic messages, eliminating the previous way of exchanging data in paper documents. Every transit operation is processed by the system and may be monitored at any stage of the procedure – from submitting the customs declaration to closing the transit operation. Information on data introduced into NTCS may be obtained by displaying the declaration after entering Movement Reference Number (MRN), which is an ID number of the transit operation.
NTCS was implemented with a view to ensuring complete computerisation of transit operations at all stages of its implementation in customs offices.
Advantages of NCTS:
The system connects a network of customs agencies within the entire territory of Poland. It is used by customs officers while processing the customs declaration and monitoring the transit operation, and the companies while filing the customs declaration, annulling, submitting security (guarantee), releasing goods for transit, completing transit information in the target office and closing operations in the dispatch office.
The system's architecture is based on customer/server structure, composed of the central hub for system management and administration in Poland, located in Łódź, as well as of network of users – customs officers. User interface is installed solely in customs agencies while the companies wishing to communicate with NCTS use commercial software developed basing on XML specifications provided by customs administration. The communication of the Polish system section with systems in other countries and with the centre in Brussels is possible thanks to the gateway (euro gateway) installed in Warsaw, while messages addressed to foreign customs offices are transmitted over the Paneuropean Common Communication Network (CCN/CSI)
